Missing in Budget 2019: These were left out, to be taken up by the next govt:

Support for Electronics, Solar PV, Coal, and RRTS for NCR

1. Electronics policy for creating manufacturing hubs, exports & up to 10m jobs. Support for research, design & development in semiconductors, incl. fabless chip design; medical, automotive, power & strategic electronics sectors.

2a. Roof-top Solar PV - phase 2 of 40,000 MW capacity
2b. KUSUM for farmers - 10,000 MW ground-mounted solar, 2.75m solar irrigation pumps (equivalent to 15,700 MW) & good financial returns to farmers from selling power back to the grid.

3. Captive coal mining - first step (as only 25% of production freed up) towards creating competition to Coal India & utilising idle assets in captive coal mines for jobs & additional coal supplies, perhaps with shorter logistics.

4. Rapid Regional transport for NCR - 1 project approved out of 8 rail connectivity projects from Delhi to regional NCR cities.
