Chhattisgarh's massive railway expansion
==================
Work has started on 1300km new rail lines, to boost freight linkages through the state and beyond, and offload minerals like coal, iron ore, etc, and finished goods like cement, steel. IR and Coal India have signed MOUs with Odisha, Jharkhand and Chattisgarh for improving coal evacuation via railways and for increasing availability of freight wagons.

♦— Dallirajhara-Rowghat-Jagdalpur rail line (235-km, Rs 2650cr) will connect Bhilai steel plant (nr Raipur) to newly-opened iron-ore mines in Rowghat in phase 1 (95-km, Rs 1,141cr). Passenger service will also run from capital Raipur to the growth centre at Rowghat. In phase 2, it will be extended to the backward Jagdalpur (in Bastar), a Naxalite-affected, tribal region in S. Chhattisgarh: "it will open opportunities for development, higher education and tertiary medical care for the people of this region".

Thiruvananthapuram - Kasargod semi-high-speed rail corridor?
==========================
A semi-HSR (510 km, ~Rs 46,000cr) will traverse the entire length of Kerala at 150-200 kmph on perhaps elevated tracks. State govt is still assessing feasibility & DPR. It will be built next to the existing rail line, but deviate where necessary, to reduce curvatures & improve speed. Land is a major concern. HSR was junked due to cost (at Rs 125,000cr).
