Jabba Top and IAF strikes

IAF's attacked the Jaish (terrorist) facility in Balakot on 26th February 2019, in Mansehra district of Khyber-Pakhtunkhwa in Pakistan. IAF says it successfully struck the JT facility with at least 4 bombs, which are believed to be the powerful, penetrator bombs of Israeli origin.¶ The choice on the bomb is interesting as this goes some way towards explaining what was intended by the bombing. Here is my attempt to piece together the reports and logical conclusions from the same:

Reports
------------
1. Balakot is close to Pak-controlled J&K and Line of Control. It is just 45 km from Abbottabad, which is where Osama bin Laden was hidden and is connected conveniently by road via Mansehra.

2. Jabba Top is situated on in a forested hill-top, has a steep precipice on one side and a flat-top that appears to be man-made. Jabba Top has a handful of nondescript buildings but is said to be a large base camp of JEM terrorists, which housed hundreds of terrorists, trainers, their handlers and support staff.ƒ

3. India has known about Jabba Top for at least 15 years. It is reported that Jabba Top also supplied terrorists to other regional hot-spots, both in Pakistan and elsewhere. As such, United States would have known about it. India has human intelligence about activities in this facility. For example, human intelligence was said to have given clues for the attack and India "knew" the no. of mobile phone users in virtual real-time (which may or may not be true).

Logical conclusions

1. The location of Jabba Top is not by accident. Tucked in Pakistan proper, it is "protected" by not being in disputed territory, yet close to LOC or area of action for JEM/ Pakistan Army. It is close to Abbottabad which was trusted for keeping high-value "assets" long-term.

2. Jabba Top is rather impregnable from ground attack, including external sabotage. The only proper way to attack it is by air which is inconceivable or quite impossible. (NB. India probably has not used air-power against Pakistan proper in any Indo-Pak war. Even the downing of F-16 by Indian Mig-21 fighter is said to have started in Indian airspace).φ This means Jabba Top can be a reliable safe-house for non-state actors (ie JEM foot soldiers and JEM leadership) and high-value handlers from ISI/ Pakistan Army that were giving training and coordinating attacks.ƒ

3. India almost certainly knows a fair amount of the inner layout of the buildings, perhaps from terrorists captured in India and Afghanistan (via US/ Afg sources), and from Pakistanis themselves.

Now the interesting part

The presence of nondescript buildings of 2 to 3 storey height, with corrugated steel roofs and conventional walls, is rather out of keeping with Jabba Top being the "citadel in the sky". The buildings are not appropriate to securely house and train hundreds of highly valued terrorists, all year round. In all likelihood, these buildings will have elaborate inner chambers and deeper floors, that can give both security and amenities.

Thus, it is necessary to penetrate deep into these buildings to reach into the vital chambers and destroy the terrorists. This is what I expect the Indian Airforce to have done. Only those with good intelligence of the site, post the bombing, can verify what happened. Know that Pakistan is not willing to give a guided tour of the inside of the burned-out shells, and Indian Airforce is reluctant to reveal details for obvious reasons (Edit: IAF dossier is leaked! Media claims to have images showing where bombs have struck targets¶). There was, of course, Pakistan's response - a large strike force that crossed the border and aimed at Indian military targets in the Lam district of Nowshera sector, J&K.

It appears to me that the analysis based on the satellite images are likely to be indeterminate, superficial and quite pointless. The real damage was deep inside the buildings, and this is in no way visible from the sky.

India probably has the means to find out what actually happened namely by electronic and human intelligence, but it may take weeks and months to come out. One can also guess at the damage caused if one knows the inner layout, the type(s) of bombs used, the numbers of bombs and where they struck.

"Training camp in Balakot was previously the camp of Hizbul Mujahideen and had several structures designed to accommodate students, classes and terror instructors. Many trainers had retired from the Pakistan army or were on leave from the institution that controls the Pakistan state.
