It is incredibly simple but why wasnt it done earlier? So many wrong things have been tolerated for decades due to non-functional earlier govts. It's as if there was actually little or no talent for public administration. Take the case of very bad property registration rules which cause 2/3rd of all civil suites, lengthy legal disputes and huge amounts of fraud. The problem was left to fester from before independence until NDA govt started insisting on Aadhaar data of both buyer and seller, updating records and even guaranteeing property titles.
