Gram Swaraj Abhiyan or Model Village Scheme

It aims to uplift villages in select districts by comprehensively implementing various schemes. First phase, conducted between 14 April- 5 May 2018 under rural development ministry, involved 7 welfare schemes in 21,000 villages of 115 districts. It was later hailed as a great success. Next phase is underway. It will involve 49,000 villages in 434 districts, and conclude by 15th August 2018. Welfare schemes implemented were:
1. LPG gas connections
2. LED bulbs giveaway
3. Free electricity connection
4. Bank accounts (PM Jan Dhan Yojana)
5. Accident insurance
6. Life Insurance
7. Vaccination under Mission Indradhanush
The pace of completion of infra and social projects, meant for development of 115 Aspirational Districts and others, will be accelerated. These projects are a collation of various schemes announced earlier (eg in the budget) under the headings:
1. Schools - upgrade facilities, new equipment, improved functioning
2. Health - new wellness clinics, handing over Ayushman Cards (National Health Protection Mission)
3. Nutrition - Village Health Nutrition Day (once a month)
4. Agriculture - new agri-markets or processing units, soil health cards, seed kits
5. Skills development

Gram Swaraj Abhiyan relies heavily on PSUs. For example, Indian Oil Corporation is responsible for providing free LPG connections for 5 lakh families, in 7000+ villages in WB. Likewise, PSBs have been asked to visit villages and organise mass signing up to financial inclusion schemes.

115 districts were chosen to be specially benefited under this programme because they have either under-performed or suffer from disadvantages. Aspirational Districts programme depends heavily in time and effort, devoted generously and freely, by executives from govt, public and private sectors. They will help to devise a holistic plan for uplifting the district and oversee its development in a mission mode. Competitive rankings by Niti Aayog will be used to gauge progress and motivate.
Rationale
-------------
1. Ruling party is creating an impressive infrastructure like expressways, airports, smart cities, bullet trains, solar parks, industrial corridors, etc. which gives a one-sided impression of the government.
2. It cannot afford to neglect the most deprived districts -- which fare poorly in health, education, skills development, etc -- particularly as they are mostly located in its political heartlands, in states like UP, Bihar, Rajasthan, MP, Jharkhand and NE India.
3. Human Development Index cannot be significantly improved without positively impacting backward regions.
Planning and functioning

1. Aspirational districts were 'scientifically' chosen so they are found even in prosperous states like Karnataka, Haryana & Maharashtra.
2. Officials are asked to make honest appraisals of deficiencies -- so they could be tackled -- even if it shows the ruling party in bad light.
3. Work will be undertaken in a mission mode, under various categories like financial inclusion, education, health, agriculture, nutrition, skills development, drinking water & sanitation, logistics infra, other rural infrastructure, universal connections to utilities and delivery of public services.
4. Emphasis is to "show results on the ground" and positively impacts most or all of the targeted beneficiaries.
5. Aspirational Districts programme should show results through better governance, planning or delivery, rather than through extra funding from Centre. Resources can be acquired from many existing schemes incl rural development schemes of Centre and States. PSUs can be deployed as per their declarations of support (eg IR pledge for station Wifi). Private sectors can also help.
6. Competitive rankings have worked well in other areas (eg EODB). Rankings will be dynamic and meant to show real-time progress. For providing such ranking on a public dashboard, the evidence is collated in real-time (as per contemporaneous reports submitted to the coordinator), and then rankings are compiled from scores under various categories.
